The child has 3 weeks left and an emergency has come up. Can he be withdrawn and re-enrolled in another state for the remainder of the 3 weeks?

I am unclear as to the exact issue here... is this college level? high school? elementary?

Regardless, I think it's kinda impractical to transfer for three weeks. Depending on the level in school, they are wrapping up, having finals, and there's no way to guarantee that the educational placement of the new school is anywhere near (or even offering the same classes) as the old school.

Your best bet (again, this depends on teh level in school) is to talk to the school and teachers. Have the student take finals early. Schools are usually sympathetic to emergencies. In many cases, teachers may agree to just "lock" that student's grade where it is now, and excuse him/her from the last test or couple assignments.
