I believe that he did kill her indirectly because he was the one who came up with the plan for the bombs. But I believe that it is more President Coin's fault for sending Prim to the front lines of the war, even though she was only 13.

I would say indirectly yes, his tactic was used which ultimately killed Prim. But I'm sure it was President Coin who thought the whole plan to send Prim in was her idea knowing she would get killed
