Yes, indeed.
A green card holder, who is classified as a permanent resident of the United States, is completely eligible to participate in the Florida Bright Futures Scholarship program. That person is also fully qualified to apply for, and receive federal and state financial aid - both the federal and the state aid system use the classification of "eligible non-citizens", which includes permanent resident (green card-holders).
Be sure to complete your FAFSA form as early as possible in your senior year of high school. The FAFSA for the 2009-201 school year will be available on, or soon after, January 1, 2009. Get your tax returns completed and filed (and your parents' returns, too), and you'll be all ready to go as early as possible in the new year.
