I can not even find a valid website for it anymore. It looks like the old site is gone. So yes, I would say it was scammy.

The best place to check out scholarships is the high school guidance counselor. I don't know about music, but there is a standardized test high school juniors/seniors can take. Then those test scores are used to apply for scholarships to determine who gets what. Some private companies have programs for the children of their employees. Check that out too. Even those companies usually require the scholarship test to be taken and as far as I know, the high school is the only place you can set that up. At any rate, the guidance counselor would be able to give you all the information you need. It might be better if you went to see the counselor as, sadly, they sometimes give students the runaround but they will make time to speak with the parent.
