College? What does it mean by paying per credit hour?

I want to be a child psychiatrist. How many credit hours would I need? If it were $556 per credit hour, how much would it cost if I weren't going to live on campus? And what does it mean when the website says 000 Level-$556, 001 Level-$556, etc. What are the levels? http://www.argosy.edu/admissions/tuition-fees.aspx (it's the university in Hawaii). generally, a full time student is 17 credit hours. so 17 times 556. but then add another couple grand in fees: lab fees, activity fees, etc. then add a couple hundred for books. usually a 100 level class is introductory or freshman, 200 sophomore, etc. the higher the number the more advanced the course is.

I don't see what's there to misunderstand? doesn't it mention somewhere in the college catalog or in their website the estimated pay rate that is per credit hour? it means that you simply pay the tuition rate that is per credit hour.
