No. You can apply for federal financial aid through FAFSA and studentloans.gov before you are accepted, registered or enrolled. You can apply for additional financial aid from the college or university before you are enrolled.

Most schools will do a financial aid package for you once you have been accepted. But they cannot disburse that aid unless you are enrolled in an eligible degree program and attending classes there. So, you can have your FAFSA sent to multiple schools and receive offers of financial aid from each one, but you can actually receive the aid at only one, and only when you are enrolled and attending classes there.

Except for some Funds or Scholarships the institution likes to have a kickback set up with the specific school (for tax purposes).
